HSU Launches SARAP Institute to Advance International-Standard Research Governance
On June 30, 2026, Hoa Sen University held the launch ceremony for the Institute for Scientometrics and Research Administration Policies. This event marks a significant step in the university’s strategy to enhance scientific research capabilities, promote academic internationalization, and strengthen its contribution to Viet Nam’s science, technology, and innovation ecosystem.
Establishment of SARAP Institute: Promoting international-standard research governance.
On June 30, 2026, Hoa Sen University (HSU) held the official inauguration ceremony of the Institute for Scientometrics and Research Administration Policies (SARAP Institute).
As science, technology, innovation, and digital transformation become key drivers of national growth, higher education institutions play an increasingly pivotal role in generating new knowledge, providing scientific evidence for policymaking, and training high-quality human resources. The establishment of the SARAP Institute is a concrete initiative by HSU to implement the directives of Resolution No. 57-NQ/TW, issued by the Politburo on December 22, 2024, on breakthroughs in national development in science, technology, innovation, and digital transformation.
The SARAP Institute was established with the aim of becoming a specialized research and policy advisory body focusing on research metrics, research governance policies, research integrity, university rankings, and academic development in higher education.
The Institute seeks to contribute scientific arguments, governance solutions, and development models tailored to the Vietnamese context and aligned with international trends.

“Scientific measurement must serve quality and academic integrity”
Speaking at the ceremony, Assoc. Prof. Dr. Nguyen Huu Huy Nhut, HSU President, stated that the SARAP Institute was established based on the foundation of the SARAP academic community, which has been active for many years. He noted that, given the global higher education landscape – where few institutions have developed a model integrating scientific metrics, research integrity, and research governance policy – the launch of the SARAP Institute not only supports HSU’s scientific research development strategy but also aims to contribute to Viet Nam’s higher education system.

The HSU President emphasized that university rankings should be viewed as tools for quality improvement rather than goals to be pursued at all costs. At HSU, scientific measurement aims not to generate “impressive figures”, but to serve as a foundation for building a research governance system characterized by transparency, integrity, and accountability.

In his view, a prestigious university is not defined by media hype or rankings, but rather by the quality of its education and research, verifiable data, academic integrity, and tangible contributions to society. Guided by this vision, he expects the SARAP Institute to remain steadfast in its philosophy: data-driven improvement, measurement rooted in integrity, evidence-based policy, and achievements reflecting true competence.
The SARAP Institute collaborates with experts, scientists, and advisors from both domestic and international universities and research centers. This serves as a foundation for the Institute to develop interdisciplinary research, expand international cooperation, and foster academic exchange.

SARAP Institute provides scientific services and research management consultancy
The Institute conducts research programs covering areas such as research management policy, scientometrics, university rankings, and research integrity and compliance. In addition to its research activities, the SARAP Institute provides scientific and technological services in these fields.
- Providing consultancy and formulating policies for scientific research development and research integrity;
- Advising on strategies to develop and enhance the standing of higher education institutions in university rankings;
- Assessing research achievements against international standards for universities and organizations;
- Advising on strategies and solutions for the transfer of research outputs;
- Providing consultancy and support in resolving cases related to ensuring research integrity and ethical compliance;
- Quantitatively measuring and evaluating progress towards research objectives outlined in the Politburo’s Resolution No. 57-NQ/TW and Resolution No. 71-NQ/TW; and,
- Conducting training and issuing certifications regarding research integrity and other related topics.


Aiming to elevate the academic standing of HSU and Viet Nam on the international research landscape
In the near future, the Institute plans to release studies evaluating Viet Nam’s scientific research achievements regarding the objectives of Resolution No. 57-NQ/TW, benchmarking them against other nations worldwide. Concurrently, the Institute is conducting research on university ranking systems and scientific metrics to support university governance and policy formulation.
In the long term, the SARAP Institute aims to progressively expand its scientometric activities, spanning scientific journal, university, and expert rankings, from the national level to regional, continental, and global scales. Through these efforts, it seeks to enhance research quality, academic governance capabilities, and the academic standing of both HSU and Viet Nam in the new era.
