Modern University Management: HSU’s Faculty of Business Addresses the Challenge of Measuring Program-Level Performance
Within the eight key research topics recently introduced by Hoa Sen University and allocated to its 8 faculties, the Faculty of Business is assigned to address a fundamental issue in contemporary higher education management: developing a financial management and operational efficiency model at the program level at Hoa Sen University.
With higher education increasingly prioritizing autonomy, transparency, and operational efficiency, financial governance must go beyond the institution-wide perspective. Examining each training program in depth has become crucial for accurate and sustainable development planning.
Performance evaluation of training programs based on data
In response to current strategic needs, the Faculty of Business of Hoa Sen University (HSU) will develop the Program-level P&L model, a management tool for evaluating the efficiency of each training program.

Rather than taking an institution-wide perspective, the model provides insight into each program’s performance using core metrics, including revenue, direct and indirect costs, and student enrollment.

By applying this approach, the university gains evidence-based insights and practical data to guide major decisions, including the introduction of new majors, program scaling, or restructuring.
Efficient use of resources and enhancement of investment outcomes in education
The development of a governance model at the program level extends beyond financial considerations, offering a new perspective on university governance: decisions are data-driven and closely linked to training quality.

This approach enables HSU to optimize resources, improve investment efficiency at the program level, and align operational strategies with enhancing student learning experiences and outcomes.
This represents a major advancement in modern university management, where data goes beyond measurement to become a foundation for sustainable development.

Management science aligned with a learner-centered approach to education
The topic highlights HSU’s strategic direction toward a transparent higher education model, where academic autonomy is closely aligned with effective financial governance to drive reinvestment in educational quality.

By undertaking this research, the Faculty of Business goes beyond solving a technical financial issue to advance a learner-centered educational philosophy, contributing to HSU’s vision of a liberal, applied, innovative, and smart university.
